Personal Profile
Dr. Xiwei Huang is full-time faculty at the School of International Development and Cooperation, University of International Business and Economics (UIBE), and Director of the China Financial Transaction Research Center, UIBE. Her research explores how the interplays among jurisprudence, economics, technologies and institutional choices shape today’s global financial and monetary landscapes, incorporating historical, cultural and philosophical dimensions into a wide array of thematic subjects on law, finance, public policy and technology that span from bookkeeping and proto-money in the Fertile Crescent at the dawn of civilization to coinage and emergence of monetary economy in Medieval Europe to the brave new world of crypto-assets and central bank digital currency (CBDC). Adopting cross-cultural perspectives and interdisciplinary approaches that synthesize into a coherent whole Codex Justinianus and the Codex Mendoza, Fernand Braudel and Philippe Aghion, the rai stones of the Yap Islands and distributed ledger technology (DLT), Dr. Huang strives to help solve the jigsaw puzzle of why and how money and finance are what they are today as well as to help shed light on how we can design and implement better money and better finance in order that generations to come inherit from us a world more prosperous, more sustainable, more inclusive, and more humane.
In addition to her academic quests, Dr. Huang serves as an individual consultant at the Asia Development Bank, in which capacity she contributes on an ongoing basis to the building from scratch of climate change readiness for small- and medium-sized banks in Northern China’s Beijing-Tianjin-Hebei Areas. She is Co-Editor-in-Chief and Co-Publisher of Modern Bankers, a Beijing, China-based banking and financial services journal that has been championing leadership, best practices and ethical conducts in China’s financial industry and markets in the past two decades. She is also a Young Member of the Chinese Society for Asia-Pacific Studies and Member of China Numismatic Society. While conducting her dissertation research in North America, Dr. Huang worked with the International Monetary Fund (IMF) at its Washington, D.C. headquarters, where she contributed to a number of the Fund’s staff research projects on global financial conditions and monetary policy making. She has presided over or otherwise played instrumental roles in a variety of policy and strategic research and consulting projects commissioned by national and provincial governments as well as corporations, covering fiscal and monetary policies, financial markets and financial stability, industrial policies, regional development, and competitive strategies for banks, among other topics.
Dr. Huang holds Ph.D. degree in law from the joint doctoral program between the China University of Political Science and Law and Université de Montréal, Montreal, Canada, sponsored by China Scholarship Council, LLM degree from the China University of Political Science and Law, and LLB degree from Sichuan University. She was a Postdoctoral Fellow at the National Institute for Global Strategy, UIBE.
